The US Department of Commerce has levied a final antidumping duty (AD) on cut-to-length (CTL) steel plates from Belgium and Italy for the period of review (POR) from May 1, 2018, to April 30, 2019.
Commerce indicated in a notification on Tuesday that exporters from both countries had sold CTL plates at below normal value during the POR, hurting the domestic market for the material. For Belgium, the agency selected Industeel Belgium and NLMK Belgium for individual examination, while Officine Tecnosider and NLMK Verona from Italy were chosen as mandatory respondents.
Based on the preliminary results as well as comments received from interested parties thereafter, Commerce levied the following final AD on Belgian and Italian exporters of CTL plate:
Country | Company | Weighted-average dumping margin (in pc) |
Belgium | Industeel Belgium | 4.57 |
NLMK Belgium | 12.29 | |
Stahlo Stahl Service | 8.43

Italy | NLMK Verona | 1.39 |
Officine Tecnosider | 1.23
