Eurasian Economic Commission has initiated the first sunset review of anti-dumping (AD) investigation against seamless stainless steel pipes of up to 426 mm in diameter from Ukraine.
The department of Internal Market Protection of the Eurasian Economic Union ordered the review of AD investigation ahead of the expiration of the duties levied on corrosion-resistant or stainless steel seamless pipes originating from Ukraine and imported into the Union. The investigation covers seamless pipes classified by HSN codes 7304410001, 7304410005, 7304410008, 7304491000, 7304499301, 7304499309, 7304499501, 7304499509, 7304499900, 7304900001 and 7304900009. The commission will determine a possibility of continued dumping import of the goods upon termination of the duty.
The commission initiated the review on Oct 15 based on the application submitted by Chelyabinsk Pipe-Rolling Plant PJSC, JSC Pervouralsky Novotrubny, JSC Volzhsky Pipe and TMK-INOX. They account for 100pc volume of SS seamless pipes production in the Eurasian Union. The period of investigation is from Jan 1 to June 30 and the commission will probe whether the goods were delivered to the union at prices below the normal cost on the domestic market of Ukraine.
SS seamless pipes from Ukraine are subject to 4.32pc to 18.96pc AD duty according to their customs value and depending on the manufacturer.
Domestic producers pleaded that there is a high possibility of renewal of damage to the Eurasian economy as the US and the European Union have applies protectionist measures on Ukrainian goods, which may result in an increase in the exports to Eurasian countries who are geographically close to the Ukraine.
