The European Commission (EC) has imposed definitive antidumping duties (AD) and collected the provisional duty imposed on imports of certain iron and non-alloy and alloy steel hot-rolled flat products (HRC) originating from Turkey.
The new regulations were published in the Official Journal of the European Union (EU) on Tuesday and will be enforced on Jul 7. The duty rates were calculated at 4.7pc for Habas, 5pc for Erdemir Group, 5.7pc for Agir Haddecilik and Borcelik, and 7.3pc for Colakoglu Metalurji and all other companies.
According to the document received by Davis Index, The duty is imposed on imports of flat-rolled products originating in Turkey that fall under CN codes 7208 10 00, 7208 25 00, 7208 26 00, 7208 27 00, 7208 36 00, 7208 37 00, 7208 38 00, 7208 39 00, 7208 40 00, 7208 52 10, 7208 52 99, 7208 53 00, 7208 54 00, ex 7211 13 00 (TARIC code 7211130019), ex 7211 14 00 (TARIC code 7211140095), ex 7211 19 00 (TARIC code 7211190095), ex 7225 19 10 (TARIC code 7225191090), 7225 30 90, ex 7225 40 60 (TARIC code 7225406090), 7225 40 90, ex 7226 19 10 (TARIC code 7226191095), ex 7226 91 91 (TARIC code 7226919119) and 7226 91 99.
The timeline
On May 14, 2020, the EC initiated an antidumping investigation on imports of certain hot-rolled flat products originating in Turkey. On June 12, 2020, the EC initiated an anti-subsidy investigation with regard to imports of the same product.
On December 17, 2020, the EC provided parties with a summary of the proposed provisional duties and details about the calculation of the dumping margins and the margins adequate to remove the injury to the European Union industry. On January 7, 2021, the EC imposed a provisional antidumping duty by Commission Implementing Regulation 2021/9.
