Davis Index: Market Intelligence for the Global Metals and Recycled Materials Markets

China’s Ministry of Industry and Information Technology (MIIT) announced a list of 148 ferrous scrap recyclers who meet industry standards and withdrew names of 21 recyclers who no longer met standardized requirements.

MIIT supervised and inspected recyclers in the scrap steel processing industry, who had applied voluntarily, under relevant provisions, followed by a review undertaken by provincial industries before announcing the final list. Majority of the approved processors are based in the Hebei, Liaoning, Shandong and Jiangsu provinces. Ferrous scrap recyclers like Qinhuangdao Xingshou Furnace Charge, Shanghai Baosteel Industrial among others were companies whose access qualification will be revoked.

China generated 240mn mt and consumed 188mn mt of ferrous scrap in 2019. The country has severely restricted import of ferrous scrap into the country since the last two years along with a plunge in ferrous scrap exports.
